Summary/Abstract: The article deals with the concepts of „functions" and „competence" in accordance with the theory and legislature. The interrelation between the two is shown. Competence is realized through juridical acts, which are passed by the state governing bodies. Examples of legislature where the functions, competence and acts are found are given.
