Summary/Abstract: The decision of November 9, 1921 of the Conference of Ambassadors in Paris provided that the southern border of Albania would be established on the basis of the Florence Protocol of December 17, 1913. Due to the beginning of the “Great War”, the borders between Albania and Greece, in the area between Lakes Ohrid and Prespa, were not set in a detail during 1913. On On January 17, 1922, the Conference of Ambassadors in Paris formed the Albania’s Boundary Commission.The Greek government opposed the decision of November 9, 1921, because it intended by all means the implementation of the Corfu Protocol of 1914. Under pressure from the Great Powers, in early August 1922, Greece was forced to appoint a delegate to the Commission of Boundaries. The representatives of the Great Powers declared to the Minister of Foreign Affairs of Greece that the Corfu Protocol of 1914 had been overturned by the decision of the Conference of Ambassadors of November 9, 1921. In July 1923, the Commission for the Determination of the Southern Border of Albania decided that out of the 26 border villages, which had been held until then by Greek troops, 14 of them would remain with the Albanian state. The assassination on August 27, 1923 of the Italian commissioner Enrico Tellini within the territory of the Greek state, caused damage to the Albanian state in two main directions. It delayed the completion of the Commission’s work and further complicated the demarcation of Albania’s southern borders. As a result, the borders of Albania remained undetermined even during 1923.
