Summary/Abstract: Albanians in the XVIII-th century in terms of cultural development were at the same stage as other peoples of the Balkans, or even higher. In some cases, they were even equal to inhabitants of Istanbul. Although, unfortunately some of them worked more for the Empire than for the Albanian people. But we are talking about the XVIII-th century when the Ottoman Empire was still a great world power, even though it had lost the power it had during the centuries XV- XVI. One of the main centers of education in this period was Voskopoja (Moscopole). At the end of the XVIII-th century it lost its great cultural influence, while in the XIX-th century it remained only a village with about 1,000 inhabitants. While other important centers were: Berat, Elbasan, Prishtina, Shkodra, Prizren, Tetovo, Gjakova, Gjirokastra, Kolonja, Frashër, Konispol etc. The three religions had their cultural influence and there used to be an interlace of the three religions into a culture of a single people. Although they had different religions, the culture was almost the same, but there were some differences, since Muslims had started borrowing from the Ottomans, Catholics from Europeans, whereas Orthodox from Slavs and Greeks, but unfortunately the latter also began to assimilate, some of them from the strong influence of the orthodox church. The Albanian people had established a culture cultivated for thousands of years. This culture of the Albanian people established over the centuries could not be destroyed even by the Romans, Byzantines, Serbs and finally by the Ottomans.
