Summary/Abstract: In the interwar period, the issues related to the implementation of the Naval Program, the Naval Base, the Danube-Black Sea Channel, the shipyards or the Commercial Fleet were in the attention of the Homeland Defense Superior Council. The debates recorded in the documents of the meetings reveal the diversity of opinions and the decisions made by King Carol II, particularly with regard to the development of the national defense industry. The topic, over 80 years later, is still one of interest. The important political and military personalities of the interwar period had an impact on the decisions that were adopted taking into account both the national interest and the political orientations.
