Summary/Abstract: The first document was written by Ali ibn Ebi Talib and sent to El-Aštar en-Nahai, whom he appointed the governor of Egypt. The second by Tahir b. al-Husein and was sent to his son Abdullah when he was appointed the governor of Reqqe, Egypt and the region between them. Both documents are in form and substance similar to one another, both are addressed to governors of Egypt and both are, ultimately, the same length, although they were written in different times. The first was issued during the caliphate of Ali ibn Ebi Talib, and the second in the time of Abbasids, the golden period of Arabic literature.
