Summary/Abstract: Considering its functions of internal integration and external adaptation, organizational culture remains a pivotal point of management studies, be it private or public. Going beyond a theoretical review, this research presents the cultural profile (based on a multi-dimensional methodology) of a Romanian public authority from the local level. Given the interdependence of the two sectors, a better understanding of the public sphere can only strengthen their cooperation and empower private managers in their interactions with authorities. The two data sets used (one from 2009 and another from 2012) offer the opportunity to observe the effects of the recent economic crisis (and subsequent measures) on organizational culture in the public sector. Furthermore, the methodology and instruments designed for this study can be used as tools by managers (from public and private organizations alike), in order to gain crucial insights regarding the patterns of thinking and feeling that are shared by their subordinates.
