Summary/Abstract: Organizational culture is a key factor for the performance and success of any organization, be it public, private or non-governmental, due to its multiple functions and roles regarding external adaptation and internal integration. However, the topic is rather under-analyzed in the case of Romania or Central and Eastern Europe, especially regarding public sector organizations and qualitative approaches to culture. The current article presents two analyses of Romanian local public sector organizations (one decentralized and one deconcentrated) using a qualitative methodology (participative direct observation) based on Schein’s model. The organizational culture of the two public organizations was analyzed in terms of artifacts, espoused values and underlying assumptions.
