Summary/Abstract: In the whole world; it has been witnessed that an increasing number of human populations are becoming migrants due to climate crisis, wars, hunger, ethnic conflicts and many other reasons. On the other hand, human civilization has become an urban civilization and more than half of the world's population now lives in cities. Therefore, increasing migration has turned into an urban problem. One of the new driving forces of the ongoing urbanization processes in many countries is inter-city and international migration. In fact, it can be said that the situation is not essentially different when looking at the past centuries. However, the difference of the last period is that much larger population masses are changing places and countries in a much shorter time. As a result, mass migration movements have the potential to produce a dynamic that needs to be dealt with in the short term, but will enable the transformation of social and cultural diversity into a richness in the medium and long term. The prerequisite for this is that the migrant populations can be addressed within a definition of “urban citizenship” that will allow them to be treated in their new living spaces in accordance with tolerance and human rights. This article will focus on, first, the theoretical basis of this understanding, then evaluate potential of the “Citizen’s Assemblies”, as Turkey's new means of participation in this regard.
