The European Citizen’s Initiative: Legal Aspects

Summary/Abstract: The article discusses the legal nature of the European Citizens’ Initiative (ECI) – the first instrument for transnational citizens’ participation, introduced by the Lisbon Treaty – and in the comparative context of the different legal tools for citizens’ empowerment in modern democracies, reveals its similarity to the so-called agenda initiative. It provides a comprehensive overview of the normative basis, the actions that led to the adoption of Regulation (EU) No 211/2011, the controversial issues between the institutions, as well as the legal conditions and requirements to organize a successful citizens’ initiative.
