Summary/Abstract: The article addresses the possibilities for interinstitutional negotiations and early agreements provided for the European Parliament (EP). In view of the fact that today almost 80% of the European legislation, subject to ordinary legislative procedure, is adopted at first reading, the nature, history and factors that enable early agreements and the mechanism (trilogues) by which they are reached are outlined. Taking advantage of the willingness of the Council, restricted in time and in resources to establish informal contacts, the EP, by way of a series of interinstitutional agreements, tries to increase the accountability of the former and to improve its own position in the legislative process. At the same time, the unavoidable question is whether the price the EP has paid for the aforementioned benefits has not been too high, having in mind the consequences for the European Parliament’s role as a defender of democracy at the supranational level.
