Summary/Abstract: Pursuant to art. 2 p. 6 of the act of 11 January 2018 on amending certain acts in order to increase the participation of citizens in the process of selecting, operating and controlling certain public bodies, an obligation to establish a committee of complaints, proposals and petitions has been introduced in local government units. This is the second, next to the audit committee, mandatory standing committee appointed by the decision-making bodies. The short period of functioning of this committee shows that the legal provisions regulating its functioning are excessively laconic. It applies in particular to the principles and mode of operation of this committee and to how far the committee’s powers are to deal with complaints, proposals and petitions addressed to these bodies on behalf of the council (elected local government assembly).
