Moral Responsibility of Frankenstein

Summary/Abstract: In the first part of the article, the author focuses on the responsibilityof Western advisors, who recommended market reforms and privatisation, forthe disturbing changes taking place in contemporary China, which include,among others, using its dominant economic position to expand its armedforces, and thereby to increase its impact on the region, suppress civil liberties,and restore the domination of the communist system. The author opinesthat China must not be assisted in constructing or producing resources thatcould be used in conventional or cyber warfare. The second part respondsto the criticisms levelled at the contents of the first part by commentatorsworldwide and concludes that a successful economic development does notnecessarily lead to organic democratic development.
