Summary/Abstract: This article aims to address the historical background of the climate change talks.Particularly, the positions taken by the three main blocks that participated in the COP1meetings held in Berlin in 1995 and the COP8 meetings held in New Delhi in 2002 constitute the main area of focus of the article. Because analyzing the negotiation positions of the three main blocks makes it easier to understand the perceptions and results of the processes regarding the climate change negotiations. In this context, the approaches of the United States of America, European Union and China to negotiations are examined in detail in thearticle.
