Summary/Abstract: The common foreign and security policy has been officially instituted by the European Union Treaty (The Treaty of Maastricht), effective since 1993. The changes affecting the European Union also impose a continuation of the changes at the level of the common foreign and security policy. The Treaty of Nice brings along important changes to the common foreign and security policy in that the value added by the European Council of Cologne and Helsinki becomes a Union's policy. The present-day common foreign and cooperation policy is based on political and military stability. According to the Treaty establishing a Constitution for Europe, the architecture based on the three pillars has been given up, while CFSP has become a Union's internal policy. According to the constitutional text, the European Council shall identify the Union's strategic interests and establish the objectives of its common foreign and security policy.
