Summary/Abstract: European rules on democracy, the rule of law and the market economy have, without doubt, an impact on civil service. The adoption of a civil service statute was a necessary step in achieving public reform, as public functions ensure the implementation of political, economic, and socio-cultural reforms, thus the functioning of the entire social system. Civil servants are the human resource of the public administration, which, together with the material and financial ones, ensure the conditions for its functioning. In the exercise of their duties, civil servants must be at the service of citizens, of the public interest, to whom they must give satisfaction first, their behaviour being influenced by new social reforms and the increasing internationalisation of the context in which they work. The author argues that the management of the civil service requires that the career of the civil servant must be organized from entry level to highest level positions or until the termination of employment, in order to create and develop a body of professionals with common standards within the public authorities and institutions. Through a comparative, detailed analysis of the rights and obligations of Romanian and European civil servants, the author states that we must insist especially on those rights and obligations related to the exercise of public office, which have a specific for the civil service. By applying and observing the regulations of the Romanian Code of Conduct for Civil Servants and the European Code of Good Administrative Behaviour the observance of the citizen's right to good administration should be ensured, the quality of public service will increase.
