Summary/Abstract: The effort to elaborate the Constitution of Romania of 1991 may be regarded as a model for assembling public authorities, mechanisms and procedures capable to ensure separation, cooperation and balance of the State’s powers as well as for the respect of the human rights and fundamental freedoms of the citizens.
