Summary/Abstract: The welfare state has to fulfill very important functions. For a while, it will still be considered crucial, both for the welfare of citizens and for the ensuring of a favorable environment for the economic development of the country. Due to technical progress, the production capacity has increased so much that an increasing number of people have become useless as inputs. Production limits depend less on the input of human labor, and more on the ability of the demand to absorb various solvent products which have become commodities. However human rights on some of the economic resources have been legitimized by their participation in the production of those resources. How to find solutions reconciling the changed economic role and the consumer aspirations and social legitimacy of these people, objectively excluded from their productive function will be a test of maturity of the democratic systems in coming decades.
