Summary/Abstract: Transition from the absolute monarchy to the constitutional one and the events that followed were the essential elements for the birth of modern parliaments, the parliamentarian regime emerging as a liberal regime that put an end to monarchical absolutism. The process of democratic governance is a twofold one: the parliamentary majority, whose function among others is to support the government, and the opposition. Thus, the government is closely related to this majority which, in turn, can only achieve the policy for which it has been elected with the support and by means of the government. The making up and the functioning of the government on the basis of the confidence and with the support of the parliamentary majority are the fundamental elements form which all the other aspects and mechanisms characterizing this type of regime are deduced. Since the head of state is not politically responsible, the real authority is exercised by the government which, elaborating and steering the national policy, is responsible before the parliament for its achievement.
