Summary/Abstract: An analysis of the three types of referendum – referendum as appeal to the head of state, as appeal to the citizens and, the third one, as appeal to the political parties, alongside the special referendum procedures for each model, is a necessary exercise to point out the need for Romania to adopt a normative act corresponding to the exigencies involved when a referendum is organized and run.
