Summary/Abstract: In the programme for 2006–2008 the Government of the Republic of Lithuania has defined the implementation of regional policy as a primary task with the aim to reduce socio-economic divergence of the regions (counties) and promote and ensure their equal development. It has foreseen the implementation of the Lisbon Strategy, plans to increase investment in education, create favourable conditions for young people to settle in rural areas and reduce migration of young people from these areas. Regional higher educational institutions can also contribute to the implementation of regional policy by developing study programmes, providing new forms of study, improving the quality of their services, creating conditions for young people to acquire higher education in the region, promoting the continuity of agricultural and other businesses from generation to generation. The social functions of the system of higher education and changes in it in the context of the implementation of regional policy are discussed in the paper. The research carried out at Šiauliai College has showed that extra-mural studies, a form of studies for in-the-job population, are the means of reducing regional divergences. Thus conditions for combining work and studies are created, employers retain full-time workers, students can pay their study fees themselves or supported by their employers. The results of the research have showed that extra-mural studies provided at Šiauliai College are favoured and the students are satisfied with the quality of the received service.
