Summary/Abstract: The 1989 revolutions are revolutions to the same extent as were those of 1848. Their singularity is that they took place only in Eastern Europe. If the 1848 revolutions were defeated by the great continental powers, in 1989 the Holy Alliance (USSR) did not have the resources to stop a process that had begun in the fifties. The collapse of the European communist regimes can hardly be regarded separately. This unique phenomenon was to overcome, after 50 years, the consequences of the Second World War outlined at Teheran, Yalta, Postdam, and Paris. Only, here in the nineties, we find ourselves in the aftermath of the Second World War. The Congress of Vienna will not take place again. No international agreement has ratified the demolition of the Soviet bloc. [...]
