The State Deliveries and the Ministerial Responsibility of Lazar Payakov (1903-1908)

Summary/Abstract: During the rule of the “Second Stambolovist Regime” (1903-1908) numerous deliveries were effected for the needs of the State by private persons. Finance Minister L. Payakov represented the State in the majority of them. The signing and fulfillment of the respective contracts were full of numerous infringements of the laws and the Constitution by the minister. In his activity he enjoyed the tacit approval of his colleagues in the Cabinet. Thus they actually sided with him in not observing the legal regulations. This imposes the conclusion that during the .Second Stambolovist Regime. the observance of legality was not held in high esteem since the work of a particular minister to a large extent characterized the nature of the whole Cabinet.
