On-line access as a global public good in an information society development concept

Summary/Abstract: This paper attempts to answer the question about possibility of providing public access to Internet. At outset there is a thesis which states that in information society on-line access can be one of global public goods. In order to prove so-formulated thesis, there is considered the role of Internet in information society development. The paper also presents the concept of global public goods, and presents the ability to include Internet access to this group of goods. The article also deals with the implications of public on-line access in economic and social context, as a factor of economic competitiveness and digital divide.
