Summary/Abstract: As concerns science and research, the European Union observes the principle of member states’ accountability for the system of education, its organisation, profile and thematic diversity. The main goal of EU collaboration in this area concerns the advancement and support for academia, exchange of students and scholars, collaboration of academic institutions, exchange of information and experience, development of research tools and development of academic training. The challenges related to globalisation, financial and political crisis in the European Union, cohesion policy and altered hierarchy of goals within the framework of different functions of science have enforced a number of changes in the research system conducted both at EU level and the level of member states. The attempt to accelerate the implementation of the European Research Area made in mid-2012 by the European Commission should be mentioned in this context. Its priorities were defined as follows: increasing the effectiveness of national research systems; optimisation of transnational co-operation and competition; opening up the labour market to researchers; promotion of gender equality and taking this aspect into account in the area of academic research; optimisation of the flow of academic knowledge. The most important tool serving the purpose of overcoming the problems related to the competitiveness of EU economy involves the merger of the European Science Policy with EU strategic development goals at the supranational level, instead of the present – intergovernmental – level. This change is going to require a change in the philosophy of the entire European Union and making science/research policy the exclusive competence of the EU.
