Summary/Abstract: The analysis of selected aspects of the European Union Policy on medical personnel wasconducted in this study. Legal situation and the level and structure of employment of EU medicalpersonnel (current state and trends), in particular situation in Poland was taken into considerationand examined. Because of the extent of the concept of medical personnel, the analysis includedbasic medical professionals, i.e. doctor, dentist, nurse and the midwife.The level and structure of employment, as well as the professionalism of medical staff, alongsidegenetic, environmental factors and lifestyle which are important determinants of public health. In theEU, significant differences in the organization and the funding level of health care are being observed.Although the correlation between the amount of expenditure on health care and the condition of publichealth was not determined, statistical data analysis (e.g. the rate of life expectancy) let us assume thatricher societies are healthier. The community legislation discussed in the study and large differences inthe level of medical personnel employment in UE member countries are causing the migration of medical personnel, which can lead to the deepening of social inequalities.Conducted analysis allows us to presume that the EU policy on the medical personnel can bethe tool of social sustainable development, provided that it takes the needs of all member statesinto account. Rational management of European medical staff means coordinated action of the EUauthorities and member state countries, with the exclusion of implementation of legal barriers forthe free movement of persons. Development of optimal solutions in the policy on medical personnel is currently one of the most important areas of EU action. The appropriate strategy in the policy on medical personnel can increase the access to health care, and consequently have a positiveinfluence on a sustainable social development in the European Union itself.
