Summary/Abstract: The concept of smart cities and the measurability of its performance are becoming the focus of interest nowadays. There is a wide range of factors in researches that make smart performance measurable. They are characterized by the fact that the set of indicators is often different by geographical regions and by countries. There are only a few approaches that are suitable for international comparison. In our study, we looked at some of the key approaches of smart cities, and then synthesized a complex smart index able to measure the smart performance of cities based on six components. We analysed in our study the capitals of the countries that joined the EU after 2004 (EU13) from the smart index point of view, and ranked these capitals. In this recent study we have examined the change in smart performance from 2009 to 2015 in the affected cities. According to the results, Valletta was the best performing in the smart city ranking in 2015, but there are significant differences among components. Correlation studies suggest a positive relationship between smart index and urban GDP.
