Assessment of Ružomberok Town Strategic Documents Regarding the Fulfillment of Tasks of Managing UNESCO Vlkolínec Site

Summary/Abstract: The UNESCO locality Vlkolínec is situated in Žilina Region and represents a borough of the town Ružomberok. Based on the national legislative, Vlkolínec was declared a Reserve of Folk Architecture in 1977. In 1993, the locality was registered on the List of UNESCO World Heritage as the last inhabited settlement in the Carpathian region preserved as a part of original folk architecture. Vlkolínec is a vivid open-air museum representing an isolated "island" of unique cultural and natural heritage in surrounded mountain rural landscape. Outstanding value of the locality is also given by a specific surrounding landscape mosaic of the buffer zone mediated by a type of relief as well as a way of farming in the landscape in past centuries. This contribution shows the evaluation of selected strategic documents regulating terrestrial development of the town Ružomberok with an emphasis on measures regarding for the UNESCO locality Vlkolínec. When the present management of this locality was generally assessed, the appraisal of present organizational management structure and institutional safety of terrestrial management was also pointed out. This was made according to recommendations of Second Cycle Periodic Report for the Vlkolínec locality, which was published on the UNESCO website in 2014, and other recommendations submitted by the Council for Vlkolínec and Monuments Board of the Slovak Republic. The conclusion of this contribution is focused on proposals and recommendations for management of the Vlkolínec locality with the example of realising the potential of projects that are planned by the town Ružomberok in cooperation with partner organisations from the region, with representatives from academic sector and volunteers.
