Changes in the electoral law to municipal councils and their impact on the election results in the Silesian Voivodeship

Summary/Abstract: 16th of November 2014 were held local elections. For the first time, the legal basis for conducting the local elections was a new Electoral Code, which was adopted on 5th of January 2011. The aim of the article is to show the reforms, which were introduced in municipal electoral law. Newly adopted solutions will be analyzed on two levels: theoretical and empirical. The starting point for theoretical findings is an analysis of the changes in municipal electoral law in relation to the election to municipal councils. Whereas, in reference to empirical level, the author takes a consideration relating to the impact of the changes introduced by Electoral Code, on the results of the elections in the Silesian Voivodeship. In order to answer this question, the author makes a comparative analysis of the results of the municipal councils elections, where proportional formula was replaced by first past to post. Empirical analysis is based on data of the National Electoral Commission (2010 and 2014). The research proves that the change in the electoral law was an important factor which affected the results of the elections in municipalities located in the Silesian Voivodeship.
