Summary/Abstract: During the Cold War the international intelligence and security architecture was very similar to a dual monolithical structure – corresponding to East and West blocs, reluctant to any changes. Starting with 1989, intelligence and security agencies were in a position to adapt themselves to a reform process, prioritizing the parliamentary oversight and improving their efficiency. September 11, 2001 and the subsequent “war on terrorism” as proclaimed by U.S. president George W. Bush have utterly transformed the role and standing of intelligence in world politics. This article has the purpose to underline the most important steps in intelligence services' reform process as well as the challenges they are confronting.
