Summary/Abstract: The article presents the preliminary assessment of the activities undertaken in the Opolskie Voivodeship in connection with the implementation of the regional innovation strategy for 2014–2018. In particular, attention is focused on issues related to the methodology of identifying the so-called “smart specializations” and their practical dimension. The subject of the analysis are issues related to transport and logistics, because these are as were highlighted in both strategies – of regional development and the innovation strategy. Moreover,that sustainable transport for the mobility of residents is one of the 10 priority axesof the Opolskie Voivodeship’s Operational Program. The n + 3 rule adopted by the European Commission means, in practice, that the full assessment of the region’s development policy, which primarily includes the efficiency of the European funds usage, won’t be possible until 2024. It seems, however, that in addition to ongoing monitoring and evaluation activities,the attempts to periodically evaluate the accepted solutions are necessary (in aspect of correction of accepted solutions), even with assumed certain methodological imperfection or incomplete access to information. A supplement to the considerations is a case study –Piomar’s competitiveness in the logistics services market.
