Summary/Abstract: The article attempts to create a framework for the evaluation of the recently popular management instrument in territorial units, which is the participatory (or civic) budget from the perspective of a new approach to public management – public value management.Public management has evolved over time, nowadays an approach based on the concept of public value is preferred as the main objective of public organizations. At the same time, territorial units (mainly cities) sourcing from global experience are increasingly implementing the so-called participatory budget. The question arises whether this tool can meet the challenges of managing public value. The author, based on the achievements of available literature draws an approach to the assessment of participatory budgets from this perspective.
