Summary/Abstract: Aim of the study was a cognition opinion of social assistance institutions (sai) beneficiaries about welfare system functionality. The study involved 120 inhabitants of Lodz who reported to sai to receive a necessary welfare. It was carried out with an authorial questionnaire interview. Over 1/3 of studied group found as comprehensive access to institutions but simultaneously almost a half found difficult to achieve a needed welfare. Welfare officers devote enough time to help their charges in gaining a welfare but they ask too probing questions. Relations between sai beneficiary and welfare officer determine the efficacy of social support.
