Summary/Abstract: Research on the outcomes of diverse institutional arrangements for governing commonpool resources (CPRs) and public goods leads to the development of a new theory to explain phenomena that not feet in a dichotomous world of “the state” and “the market”. Humans have complex motivational structures and more capability for resolving of social dilemmas than the theory of rational choice examines. The establishment of institutions that constrain (or nudge) the self-interested individuals to achieve better results, is the government's key goal. For Elinor Ostrom the main purpose of public policy should be to help the establishment of such institutions, that bring out the best in people. The question is how various polycentric institutions help or constrain the innovation, studying, adaptation, trust, level of cooperation and achieving of more effective, just and sustainable results at different levels.
