Summary/Abstract: In this article, we raise the issue of the linguistic transversal competences elaboration of the Algerian fifth grade curricula for both Arabic and French languages (second generation). The two linguistic components constitute one of the key elements of the cognitive basement predominantly linguistics in the teaching / learning system. The analysis grids, inspired from Bloom’s taxonomy concerning the cognitive categories for the study of the terminal competence components, made it possible to render obvious the dysfunctions in the cognitive transfer operations between the two languages.
