Summary/Abstract: Marked by the events in 1821 and 1848, the Romanians in the Romanian Principalities increa¬singly hoped for a union of all Romanians. The Unionist Movement was also particularly active outside the Romanian territory. The Romanian Principalities had become an arena for the bloody fights between the Suzerain Porte and Protective Russia. The social and ethnic-religious movements at the beginning of the century, inside the Ottoman Empire, would become national fights, aiming at state autonomies and emancipation from Ottoman Suzerainty. After the end of the Crimean Wars (1853-1856), the Organic Rule was revised and Ad-Hoc Assemblies were established, by which the people could be consulted on the fu¬ture state organization. These meetings were to be constituted of representatives of the clergy, of the great and small property-owners, of townspeople and corvée labourers. The members of these assemblies were elected by direct vote of the clergy, great nobility and landowners, whereas small landowners and peasants voted indirectly, by delegates. For the first time in history, people in the Romanian Countries voted based on wealth instead of social position.
