Summary/Abstract: The disintegration of the Soviet Union in 1991 and the simultaneous process of the establishment of the European Union (EU) created a new international situation. One of the most important objectives of the EU was to avoid perturbations within the former Soviet Union. Therefore, one of the most important issues was to build proper cooperation with Russia. Its main components were: the Partnership and Cooperation Agreement and the project of the so-called four common spaces. They included: an economic area, a freedom, security and justice area, an external security area, and a research and educational area. The article underlines, first of all, the German perspective on relations between the EU and Russia, taking into consideration the bilateral relations between Germany and Russia. The author also stresses one of the most important German initiatives – the EU’s strategy towards Russia and the Partnership for Modernization project.
