Summary/Abstract: In the modern concept of “social management”, the emphasis is mainly on the human factor, individuals ceasing to be viewed in isolation (the individualistic conception), but in their direct interpersonal relations with all the participants in the same collective (organization), indifferent the hierarchical position of each. From a historical point of view, there is a certain stage in this process: the end of the nineteenth century and the beginning of the twentieth century (the period of empiricism), characterized by the concepts of Taylorism (Frederic W. Taylor) and Fayolism (Henry Fayol) the concept of “scientific leadership” (reduced only to the enterprise), followed by the modern theory of the organization when the emphasis is placed on “human relations” within the organizational behavior. Studies conducted in relation to organizational behavior are focused on the following directions: the individual as a component of a community; the influence of the community on the individual; the mutual influence of the individual on society; the role and nature of collectivities within the organization or organizational structure. Personnel management is analyzed in management work (social management) as a complex activity involving the existence of permanent relationships between people at different organizational stages of society, conceived as a “global organizational system”. Personnel management is a function of the organizational system that has to satisfy concurrently and harmoniously both the needs of the organization and the requirements and aspirations of each individual.The rational use of human resources, which is of the utmost importance for the management of organizations, requires a series of concerns regarding: professional development and evaluation; orientation and selection; the judicious allocation of the organization’s objectives; meeting the needs and aspirations of people in organizations.
