Summary/Abstract: Seven Central and Eastern European countries face a complex set of domestic and foreign policy issues related to the situation of indigenous Hungarian minorities living in the Carpathian Basin. Since 1990, Hungarian verbiage has referred to them as ethnic Hungarians “outside the borders,” to distinguish them from Hungarian emigrants who settled in other parts of the world. These issues exert significant influence on relations between the countries of the region, as well as their respective ties to the European Union, NATO and other external powers. The “Hungarian question” – though this term is not officially used – plays a role in these seven countries’ national strategy, domestic power relations, foreign and security policy doctrines, commercial development and capital movement. It is part of regional policy, neighbourhood policy, and the Euro-Atlantic integration process. As one of the most prominent European minority issues, the question of Hungarians living outside the borders has become part of the European human rights problem and the EU’s conceptual development. It also is, with some restrictions, part of joint European security policy. Due to the latter, even European policymakers who are not directly involved, but who are dominant, regard the issue as a source of risk, conflict, even danger. […]
