Summary/Abstract: What does public opinion mean? Is there a definition that is generally accepted? We have to consider that a society is made up of individuals trying to maximize their interests and benefits. People think different and it is their thinking that puts us in different social situations that help us observe the changes taking place within groups. This situation requests a mechanism that will harmonize these so different interests and opinions. This mechanism is the majority rule, established in regular elections. The public opinion can thus be considered the majority capable to represent all the others.
