Summary/Abstract: The process of governing in Albania in 1920-1924 came across serious challenges but in the mean time it was also the institution that marked the most outstanding achievements. Eyres and other British diplomats blamed the diplomatic system for such a big failure, as it was really totally inappropriate for the circumstances Albania was in at the time. On the other hand this viewpoint which is fully defended, be it in this paper, or in other studies and sources, presents a full set of focus of the analysis from the ideological class target, that a great part of our historiography has had, to that of the state-constructing and institutional one which was the main national priority of Albanians in that pretty hard time of the beginnings of a state life. In the titanic confrontation with the heavy crisis of 1921-1923 Zogu would come to the realistic conclusion that under the circumstances of Albania at that time the application of the parliamentary and pluralistic system of governing was very difficult. He definitely started to think since then about a more authoritaristic way of governing and setting up of institutions, what in fact was a deviation and violation of democracy, but it was the only way, at least for a certain period of time, to eliminate the heavy disintegrating crises of state institutions. In his electoral program of 1923 he displayed openly the necessity of creation of a party with military discipline, so he propagated party authoritarianism but keeping the parliamentary form of governing and accepting legal institutionalized opposition, whereas the uprising of June 1924 would move him irreversibly to efforts of establishing an authoritarian regime without opposition which he made become a reality after coming back to power in December of the same year. Still, the essence of this comeback and of the regime he established was the respect of legal and constitutional forms.
