Summary/Abstract: In 1920-1921 Albania was making its first steps towards a state organization. At that time there were founded and consolidated the state’s constitutional institutions. Some important achievements were: the first parliamentary elections, the establishment of the first political parties and their parliamentary activity. These developments brought about the creation of a parliamentary opposition and the first publications in the field of constitutional right. As a result of the political contradictions in the National Council, an institution founded in the Congress of Lushnje, it became necessary to approve a new election law and the first parliamentary elections were held. As a result, the political groupings that would compete in these first parliamentary elections were created. The establishment of the opposing political groups in representative bodies such as the Parliament or the Senate are clearly basic and functional features of parliamentary systems. However, the problems that arose in Albania came as a result of the fact that these political groups did not represent opposing political views but just differences based on their regional background and personal ties. During this time, the representative institutions were extremely unstable and the level of political responsibility among the Albanian political elite still low. This elite preserved several negative characteristics and had a lack of knowledge about the national politics and institutions, was unable to reach a political consensus, had no vision about the development of the country and did not recognize the need for stability at a time when all the above were badly needed in Albania.
