Summary/Abstract: The report discusses the role of political observers in the electoral process in Bulgaria. The legal regulations regarding the figure of political observers and some of the controversies related to their payment are considered. The results of the study, which includes 4 focus groups with 42 respondents, 5 interviews with key experts responsible for local and national campaigns from different parties with experience in different regions and responses to a structured questionnaire of 186 respondents are presented. On the basis of the answers received, the political observers’ understanding of their role as well as the types of risks and the risk assessment in the election process are summarized. The parties’ approach to the use of representatives is discussed.
