Corruption Environment In Bulgaria – Realities and Challenges

Summary/Abstract: The study reviews the nature of corruption from various points of view defining the types of corruption, the conditions and forms of its manifestation, and the factors stimulating its development. The paper proves that corruption can be viewed not only as a social phenomenon but also as an economic theory. As such it reflects certain economic relations - between sellers and buyers of a certain service at a certain price defined by the existing levels of supply and demand on a highly segmented (from the point of view of economic interests) corruption market. According to various researches conducted by international organizations such as the World Bank and Transparency International Bulgaria has the highest corruption level of all EU member states. Despite the slight improvement recorded for the period 2001 – 2007, in 2008 the level of corruption went up again. The main reason for this growth is the breech of laws and the poor quality of the administrative services provided to the citizens. The highest levels of corruption were recorded for the political parties, the judicial system, the Parliament, the healthcare system and the police. The research has defined the negative economic, political, and social effects of the high level of corruption in the country. It describes various economic and administrative anti-corruption measures and proves that a reduction of the corruption level would stimulate the economic growth and hence become a positive factor for development of the society and its welfare.
