External Voting: Debating Issues

Summary/Abstract: The present paper discusses the issue of external voting, as right of the citizen abroad to vote in the elections held in their country of origin. It aims to present the way in which countries all over the world have answer to two fundamental questions: do the non-resident citizens have the right to vote and if so, which are the conditions they have to meet and the possible limitations. The article debates on the most important problems raises by external voting, in terms of democratic principles, representation, legitimacy and transparency.
