Summary/Abstract: In this article, the tool which serves local development, known as public-private partnership, is discussed. The ideology of such partnership is described, as well as its purpose and the fundamental principles by which such partnerships function. The realm of possibilities which public-private partnerships offer is illustrated in the article by attempting to make understood the notion of ‘public works’ and more specifi cally public works in the sphere of security and public order at the municipal level. The meaning of public-private partnership is explained in the privatization of public works in the sphere of security and public order, as well as the role of territorial self-governing units in carrying out such assignments. Evidence of the benefits of public-private partnership which are the direct result of investment projects carried out in the public sphere for public and private sectors, is provided. Procedures are characterized and principles outlined; factors and stages of building public-private partnership forms of cooperation in the areas of administration, business and society are discussed as well. In addition, elements of partnership success as well as elements of dynamic function of public-private partnership are illustrated in the article.
