Summary/Abstract: In this paper, the author researches the role of local self-government units in the Stabilisation and Association Process. The paper emphasizes how very little importance and significance has been vested in local self-governments in the European integration process. This unfortunately is the fact that local authorities have tacitly admitted. The paper further points at extremely important potentials of local self-governments and their proper use in developing a system of governance that would produce great effect in exercising legitimate civic interests. Such a system of governance where local self-governments develop a desirable living environment for its citizens, is seen by the author as the essential stage of the Stabilisation and Association Process. In addition, the paper gives a short overview of local self-governments in Bosnia and Herzegovina and in the European Union and explains the importance of the Council of Europe’s local democracy monitoring procedure.
