Summary/Abstract: The principles of international law have to be adjusted according to the fundamental changes of the international relation system from the end of the Cold War. Although the principle of national sovereignty and of non-interference in the internal affairs of a state is still the primary principle of international law, sovereignty should not constitute itself as a fence or cover for genocide or other violation of international human right. States are extremely reticent about changing international norms. Double-standard justification of interventions led in the 20 century to human catastrophes which questioned the efficiency of United Nation. But we have to acknowledge the fundamental alteration of the nature of the threats, to reconsider the notion of imminence, as to be able to counter them.
