Summary/Abstract: This paper discusses the historical development and the main contemporary forms of income maintenance and insurance against poverty, in other words, what is called social protection or welfare. The first part of the paper is devoted to a historical view of the forms of helping the poor from medieval times to the modern system of welfare. The second part of the paper deals with the issues concerning the data about poverty, decisions on whom to help, the conventions used to construct these figures and their limitations. Part three is a review of the US welfare system, where Aid to Families with Dependent Children and welfare reform are explained. The fourth part of the work is devoted to the origin of very extensive impoverishment at the beginning of the nineties in countries in transition and to poverty in Croatia in the recent past and today. The complex problems of retirement and health insurance systems are not addressed, for they require separate and comprehensive analysis. In the last part, Instead of a conclusion, stress is placed on the need to perfect strategies to implement and make use of certain measures in the welfare system, and upon the need to carry out research into the effectiveness of the welfare system in Croatia.
