Multicriteria Proportinional Evaluation of University Teaching Staff Performance

Summary/Abstract: The performance of a university as a research and educational institution as well as university departments and teaching staff depends on many factors characterized by various dimensions. Therefore, complex evaluation of this work should be based on multicriteria methods. However, the calculations show that these methods have some drawbacks because, following this approach, a teacher demonstrating good results in one area of activities but not being productive in others may be ranked very high. At the same time, teachers showing good results in nearly all spheres of work are not assessed according to their achievements. Besides, the data obtained are not sufficiently differentiated. To avoid this discrepancy, two coefficients are suggested for correcting the results of multiple criteria evaluation. One of them is aimed to determine the deviation of the results achieved by a teacher from the proportions of the criteria weights, while the other evaluates work intensity. The performance of a particular university department can be assessed by aggregating the data obtained by this technique in evaluating the work of the teachers from the same department. The methods offered for assessing teaching staff performance allow their ranking according to the results obtained. In addition, a thorough analysis of various kinds of activities can be made and procedures aimed to improve their balance and work intensity of the staff can be defined.
