The firstrequirement is the correct interpretation and application of the rules of substantive lawgoverning the legal institution of the contribution period. The second one isrepresented by the understanding of the purpose for which special conditions for thecalculation of the contribution period have been established, The analysis of legalprovisions in the field, in the context of important legislative social security changes, aims at identifying the existing vulnerabilities and formulating the proposals for theirremediation, in order to respect the principle of equal treatment of public pensionbeneficiaries.
